Jeremy P. Kleiman is Executive Vice President, Regulatory & Business Affairs, at Coastal Development, LLC, a casino development company based in New York City. Mr. Kleiman is responsible for the company's legal and compliance activities, and oversees general business affairs as part of Coastal's project development team.


Prior to joining Coastal, Mr. Kleiman was a partner at the New Jersey law firm of Saiber, LLC where he chaired the firm's Gaming Law Practice Group. In that role, Mr. Kleiman represented casinos, financial institutions and casino service industry companies, including gaming equipment manufacturers, and advised them concerning transactional, licensing and compliance matters. He also regularly represented private equity funds and other institutional investors in structuring investments in the gaming sector to minimize the regulatory impact of such investments.


While in private practice, Mr. Kleiman served as lead regulatory counsel to the controlling shareholder of the world's largest lottery operator and gaming solutions company in connection with its North American gaming and lottery interests, and has spearheaded the company's efforts to obtain licensure or approval in over three dozen gaming, lottery and pari-mutuel jurisdictions in the U.S. and Canada. Mr. Kleiman recently represented the premier casino operator in obtaining regulatory approval in New Jersey of mega-merger that resulted in the creation of the world's largest casino gaming company.


Mr. Kleiman was recently featured in an article on the impact on gaming laws of changing trends in the casino industry published in New Jersey Law Journal. In 2006 and again in 2007, he was listed in the annual issue of New Jersey Super Lawyers - Rising Stars. He has participated as a speaker at a number of industry seminars and was invited by Lehman Bros. to participate in panel presentation to investment bankers in Las Vegas entitled "LBO's in the Gaming Sector."


Mr. Kleiman is completing his term as Chairman of the New Jersey State Bar Association's Casino Law Section, and is Vice Chairman of the Commercial Gaming Subcommittee of the American Bar Association's Business Law Section. He is an active member of both the International Association of Gaming Advisors and the International Masters of Gaming Law.


He is admitted to practice in the states of New York and New Jersey, the United States District Court in New York (Southern and Eastern Districts) and New Jersey, the United States Court of Appeals (Third Circuit), and the United States Supreme Court. Mr. Kleiman is registered as a Governmental Affairs Agent with the New Jersey Election Law Enforcement Commission.
